Regulating HOA Common Areas

QUESTION: I live in an HOA with a park and pool but our CC&Rs do not say how the HOA board can regulate the use of these areas. I am concerned because someone might get hurt or injured due to the lack of rules. Can our HOA make rules to regulate the use of these areas without taking the matter to the membership for approval?
