For the most part, driving without a license is treated the same as driving on a suspended license.  Driving on a suspended license is a class 1 misdemeanor in Arizona and is subject to a maximum 6 months in jail and a maximum $2500 fine.  Besides the court consequences, you will likely face MVD consequences.  As an administrative agency, the MVD has complete discretion over your license to either suspend, revoke, or restrict your driving privileges.  Driving on a suspended or non-existing license is a crime and can lead to you being taking into custody even on a first offense.
